Looking to Finish Soulsilver National Dex

I am very very close to finishing my Soul Silver National Pokedex the only Pokemon I am missing is Celebi I would like an English Celebi.
I have a shiny Feebas, I also have a low level Jirachi, Groudon, Rayquaza, all the starters, Version exclusives like Glameow, and I have lots others.
Items I can offer I have 2 Masterballs I've got heart scales , White and Power Herbs so if there is anything you want to trade for an English Celeb let me know!

Doesn't anyone have a Celebi? like from the RSE/ FRLG games that they migrated? I really need one!

Is the Feebas Touched (as he gained exp?) If not, I'll give 10 ANIV Celebi for it.
