ok id really like my team rated before i battle my neighbor
so here it goes

*gasp* Replace fire blast with rock slide, fire punch with swords dance, (I think it can learn that) and replace fly with wing attack. Remove charcoal and give it lefties.

This entire set depends on you sleeping. (it can learn metronome?!) Give it surf, EQ, ice beam, and rest for a mixed sweeper. Also attach a mint berry.

I didn't know 1 use stat enhancers activate when you hold them...
Synthesis over sleep powder and you'r fine. Though you could give it HP *fire* over toxic as well. Lefties as the item.

Get rid of fire punch and charcoal, give it rest and a mint berry instead.

Get rid of quick claw for lefties, and give it a special move over slash if you want a special sweeper, or use slash, EQ, rest, and body slam for a physical sweeper.

If your not strategetic, give it the same moveset as venesaur and remove dire hit for lefties, or remove razor leaf for body slam and dig for EQ.
I didn't check if these pokemon can learn the moves I suggested, I kindof guessed.

Swagger
Recover
You are most likely wondering why I have used Bide as one of my attacks, well the idea is this, you use Swagger to confuse and raise your opponents Attack Power, then you use Taunt so your enemy can only use Attack moves and then you use Bide, which means that either the enemy will damage itself during its confusion or if it does hit you, then when the Bide kicks in the damage will be doubled. The Recover is used to replace some of the lost HP in the process.

That looks like a good idea, but maybe rest over recover and attach a mint to get it up to full HP.

The mint might be a good idea but personally, unless I have the Early Bird ability or sleeping attacks like Snore or Sleeptalk, I find that Rest tends to make you sleep for too long as when I have used it before, I tend to sleep too long unless you keep a lot of awakenings with you.

Smeargle has bad stats, so it doesn't often last very long. I was just thinking it would help to make it last as long as possible. Maybe if you have a pokemon use sunny day beforehand, then put a weather recovory move there instead.
EDIT: Or you could use:

Then again people don't choose Smeargle for their stats, the only thing it has going for it is that it can learn every known Pokemon move except for Transform, so while it doesn't have the stats or HP to make a tank or a good Sweeper, it has great potential as a Baton Passer, Annoyer, Imitator, One KO Sniper, Eroder, Group Healer, Suicide Assassin or even an All or Nothing Smeargle .

Ahh. The days of G/S/C. I haven't played on Crystal or Gold for a while but my Crystal team was the best that I've ever had. (At least that's what I think).
1) Typhlosion
2) Fereligatr
3) Meganium
4) Ho-oh
5) Mewtwo
6) Suicune
I can't remember there moves but I beat the E4 at least 250 times with them so they must have been good.

the elite four is not at all a good standard for how good ur pokemon is. practically everyone who owns a pokemon game has beaten the elite four (considering its one of the main objectives), but many people have pokemon with bad movesets or abysmal stats.
personally i think stadium 2 pokecup masterball (round2) is the golden standard for testing how good a team is or not, just because the difficulty level is so insane.
considering the smeargles:
because the stats are pretty bad, i think the OHKO moveset with mean look is the best just b/c it brushes all stats aside and ko's pretty fast. fissure and horn drill could cover any immunities and destiny bond or perish song could go nicely as well (just make sure the opponent has no hazing moves to eliminate the mean look). btw arent some of ur moves exclusive to r/s/e? and i believe this is the g/s/c forum...

I must admit that I am not 100% sure if some of my Smeargle moves are from GSC or not, but then again I was using a Pokemon RS site where all the moves were listed and they dont mention if its a new move or not , so you could be right, if you are, then some of my Smeargles are not truely valid, at least not in GSC.

Crikey! It looks like I somehow managed to slip in at least one RS move in each Smeargle... Doh! *lol* well in the newest versions of the Pokemon RPG, they could bring back the Smeargles, you do have to admit at least that all these new moves available, Smeargles have great potentional as specialists in a number of tasks like I demonstrated in my examples above, with their fairly low stats keeping them from becoming too perfect.

Just so you know, DPMG, typically PsyPoke raters have excluded Smeargle sets from individual attention because Smeargle can learn every move. If you wanted to start a thread in FR/LG about Smeargle strategy, you have my permission. But Smeargles probably aren't going to get any intelligent rates in here.

Well its true that Smeargles have a huge pool of moves it could learn, but thats the fun part as it allows you to come up with a lot of interesting combinations, the tricky part is taking into account that despite its massive Move Pool, there are a lot of combinations that are not worth using as Smeargles as pretty weak stat-wise so anyone hoping to do well by sticking a bunch of heavy powered attacks together is going to be deeply disappointed with the results.
As for creating a Smeargle topic, that might not a bad idea as the real trick is to design some Smeargle types which people would be gald to have in their group instead of been left out like the hapless Ditto or Unknown.

I've always liked Politoed, but he just doesn't seem to have good enough stats to get the job done. Nevertheless, I would recommend Ice Beam over . . . oh, wait, I see what you're doing. Yeah, looks good.

What you do is teach your Pokemon Mimic, and you get someone else to get a  that knows Sketch and the move that you want to teach to your Pokemon. Then you do Mystery Gift with that friend, and make sure that when he does it, that he is only carrying  with him, then go to the training building in Viridian City, and save before you battle Cal. Then when you get into the battle, use Mimic, and if uses Sketch then fine, but if he uses the other attack, then turn off your game and keep doing this until he uses Sketch first. Then Mimic should be replaced by Sketch, and the  should use the the other attck now, and by using Sketch, Mimic should be permenitly replaced by that attack!
P. S. I don't know why my  knew Mimic, but when I caught it, it knew Mimic
