No, but I've played L.A. Noire which from what I understand is GTA, except in GTA you're not a cop and it's not the '40s

In fact I'm sure there are a couple side-missions in L.A. Noire where you have to prevent grand theft auto. But you can take whatever cars you feel like and nobody can do anything about it because you're on the force
